Depends entirely on the outside temperature, the room insulation, window size, the aspect, the air movement and the inside temperature you require.
I doubt if 700 watts will be sufficient to achieve a comfortable daytime temperature in freezing weather. You can get a guide to heat input from the Wickes website. It will do but they take a bit longer to heat up if you're wanting fairly quick heat I'd sugest a convection heater they start blowing hot air as soon as its turned on but they do dry the air a bit more
should do if you keep the door shut
